The Adams record is one of efficiency, innovation and success.  Working closely with law enforcement and her experienced team of prosecutors, Chrissy Adams has increased the number of defendants sent to prison and the amount of jail time to be served.  Her first term as solicitor has been highlighted by a number of notable achievements including an award winning truancy program, the establishment of a Drug Court and a Jail Task Force.  Chrissy Adams hasn’t just talked about bringing change to the 10th Circuit, she has delivered.
 
 
 
 
Tough on Crime
 
 
Under the leadership of Solicitor Adams, the 10th Circuit has seen a tremendous increase in convicting criminals and putting people behind bars.  For 2006/2007 the 10th Circuit had an 89% trial conviction rate which was the highest in South Carolina.  We have also had an increase in the number of defendants convicted in both Anderson (up 35%) and Oconee (up 25%).  From March of 2007 to March of 2008, the aggressive prosecution of Solicitor Adams’ team secured 2,013 years of time to be served in the SC Department of Corrections.  For these successes to continue we must maintain an experienced and proven team of prosecutors in the Solicitor’s office.
 
     
 
Juvenile Deferred Prosecution Program
 
 
Solicitor Chrissy Adams implemented an award-winning truancy program – the Juvenile Deferred Prosecution Program (JDPP).  The Tenth Circuit is the only Circuit in the state with this program.  Begun in 2006 with a Federal grant, the JDPP takes a proactive approach to ensure at-risk children stay in school by using a variety of components including drug testing (children and parents), electronic monitoring and counseling to put kids and their families back on the right path.  Keeping kids in school will help keep them out of our courtroom later in life.  This year, the JDPP was recognized as one of the top five model programs in the entire nation by the United States Department of Justice.
 
 
 
 

Drug Court

 
 

In 2005, Solicitor Adams began the process for funding and building a Drug Court team.  After compiling a qualified staff, undergoing Department of Justice training and securing funding, the program was launched in January of 2008.  Participants in this program are limited to defendants who have committed non-violent offenses due to drug addiction.  The 18-month program includes strict supervision, monitoring, treatment and drug testing.  Participants must maintain full employment through the duration of the program and failure to complete all of the program will result in having to finish their sentence in prison.  By breaking the cycle of addiction, we can reduce drug use, reduce crime and make our community safer. 

Drug Courts also save tax dollars.  In South Carolina, it costs between $17,000 and $20,000 per year to lock up one inmate.  A Drug Court participant, however, only costs approximately $5,600 and is paid for by fines collected in General Sessions and Magistrate Courts. The savings to taxpayers is thousands of dollars per year.

 
 
 
 

Jail Task Force

 
 

Jail overcrowding remains a challenge for our community but Solicitor Adams has taken important steps to address this issue.  Today, progress is being made.  The percentage of the inmates in the Anderson County Detention Center who are the responsibility of the Solicitor’s office has been reduced dramatically from 75% to less than 49% over the past three years. In Oconee the percentage is now only 39%.  This success is due in part to more quickly convicting and moving prisoners into the state prison system.  This past year the 10th Circuit sent more criminals to state prison than ever before, reducing the burden on our local facility.     

In 2005, Solicitor Chrissy Adams created a Jail Task Force of community leaders to assess the problem of overcrowding.  Task Force members visited jails and talked with the law enforcement community and identified the needs of the agencies involved.  Several ideas were implemented:

  • Electronic monitoring order for the Judges to utilize in both sentencing and in bonding
  • Established contact persons in the agencies involved in jail issues
  • Established protocols in dealing with high-risk/high-cost inmates
  • Established specific procedures for bond motions
